On May 31, 2017, the Resolution of the Cabinet of Ministers of Ukraine No. 505 «On the Provision of Monthly Targeted Assistance to Internally Displaced Persons to cover Housing Communal Services Costs» was amended. Amendments foresee that targeted assistance to be provided only to persons who moved from the territory where the state bodies temporarily do not exercise their powers, and from settlements located on the contact line stipulated by the corresponding lists (hereinafter – the Lists) determined by the Cabinet of Ministers Decree No. 1085 (hereinafter – the Decree ). The latest amendments to the Lists, in spite of the requirement of monthly renewal were made in December 2015. Consequently the absence of a number of
settlements in the Lists, mismatch of the names and neglected particularities of the administrative-territorial system in the current edition of the Decree affect the issuance of the certificate of the Internally Displaced Persons (IDPs) and receiving social benefits.

To resolve these problems it is needed:
- The Ministry of Internal Affairs of Ukraine shall, in accordance with the established procedure, submit to the Cabinet of Ministers of Ukraine a revised Decree for approval.
- The Ministry of Social Policy of Ukraine should provide explanations to regional departments regarding the specifics of the administrative-territorial arrangement and the order to grant assistance taking into account the evidence of the actual movement from settlements covered by the Lists.
- The Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, on the submission of the ATC at the SSU, submit to the Cabinet of Ministers of Ukraine proposals for amending the Lists on a monthly basis.
